## General Administrative and Legal Requirements

## Detailed Position Openings and Qualifications
1. Program Officer
The Program Officer will oversee the comprehensive execution of the data center's programs and report directly to the Director of Reporting and Statistics.
Key Responsibilities:
* Manage overall program operations and coordinate multi-ministerial partnerships.
* Monitor program implementation, data management processes, and instrument development.
* Design activity concepts and prepare periodic service reports.
* Collaborate closely with central/provincial stunting task forces (PPS) and regional technical assistants.
Expected Outputs:
* Program implementation and data management monitoring reports.
* Concept designs for data center activities.
* Periodic service execution reports.
* Monthly progress reports submitted and reviewed during the final week of every month.
Qualifications & Expertise:
* Education: Bachelor’s degree (S1) in Statistics, Data Science, or Public Health with at least 2 years of relevant experience; OR a Master’s degree (S2) in Statistics or Public Health (Biostatistics and Health Informatics specialization preferred).
* Experience: Proven background in data management, IT management, and coordinating with ministries, government agencies, and national stakeholders. Previous experience leading event teams is an advantage.
* Skills: Exceptional leadership, negotiation, communication, and problem-solving abilities. Capable of working independently with minimal supervision while meeting strict deadlines.
2. Data Analyst
The Data Analyst focuses on optimizing statistical quality, processing data, and transforming raw information into actionable insights.
Key Responsibilities:
* Execute data collection, analysis, and statistical optimization strategies.
* Process data utilizing statistical applications, specifically SPSS, R, and Stata.
* Fulfill internal and external data requests by running queries and preparing datasets (including family stunting risk datasets and family information systems).
* Draft analytical reports, fact sheets, and policy briefs.
Expected Outputs:
* Periodic analytical reports and related fact sheets or policy briefs.
* Accurate datasets for family planning, stunting risks, and family data collection as requested by partners.
Qualifications & Expertise:
* Education: Bachelor’s degree (S1) in Statistics, Data Science, or Public Health (Biostatistics specialization preferred).
* Technical Mastery: Advanced proficiency in statistical software tools (SPSS, R, and Stata).
* Experience: Demonstrated background in data analysis and data management.
* Competencies: Strong critical thinking, confidentiality management, and the ability to translate complex data findings into clear, publication-ready summaries.
3. Operational Staff
The Operational Staff member manages the daily administrative flow, portal operations, and communications of the Data Control Center.
Key Responsibilities:
* Operate the data control portals, including New SIGA, the stunting dashboard, and the Family Data Collection Portal.
* Download and process routine and non-routine data requests.
* Assist Data Analysts in data processing and presentation preparation.
* Manage social media content for the Directorate, focusing on Family Data Collection (PK), Family Information Systems (SIGA), and Stunting-At-Risk Families (KRS).
* Manage the data request hotline and handle outgoing correspondence such as data transfer agreements and utilization monitoring reports.
Expected Outputs:
* Portal upload and download logs.
* Processed data results and related administrative correspondence.
* Published social media educational content.
Qualifications & Expertise:
* Education: Bachelor’s degree (S1) in any discipline.
* Technical Skills: Computer literacy with advanced command of Microsoft Office (particularly MS Excel).
